Pacific Grove Municipal Code Section:
11.48.010 -- Interference with prohibited.
It is declared to be unlawful for any person to molest or interfere with, in any way, the peaceful occupancy of the monarch butterflies on their annual visit to the city of Pacific Grove, and during the entire time they remain within the corporate limits of the city, in whatever spot they may choose to stop in; provided, however, that if said butterflies should at any time swarm in, upon or near the private dwelling house or other buildings of a citizen of the city of Pacific Grove in such a way as to interfere with the occupancy and use of said dwelling and/or other buildings, that said butterflies may be removed, if possible, to another location upon the application of said citizen to the chief of police. 12.16.250 Monarch butterfly habitats – Protected.
(a) For the purposes of this chapter, the following sites are designated as monarch butterfly overwintering sites in Pacific Grove:
(1) Monarch Grove Sanctuary. That portion of land bordered on the east and west by Ridge Road and Grove Acre Avenue, respectively, on the south by Short Street, and on the north by the northerly boundary of assessor’s parcel no. 006-361-30 extended from Grove Acre easterly to Ridge Road.
(2) Washington Park Site. That portion of land bordered on the east and west by Alder Street and Melrose Avenue, respectively, on the north by Pine Avenue, and on the south by the imaginary extension of Junipero Avenue westerly from Alder to Melrose.
(b) Pruning or removal of trees in designated monarch butterfly overwintering sites shall be prohibited except as prescribed in an approved habitat management plan or upon a finding by the city council that such is necessary for proper maintenance of the site or for public health, safety or welfare.

butterfly overwintering sites, or within 100 yards of any
boundary of such site, shall be prohibited during the months of October
through April unless deemed necessary by the city council for public

14.08.017 -- Monarch Grove Sanctuary as public park.
(a) For the purposes of this chapter the term “public park” includes, without limitation, the city’s Monarch Grove Sanctuary.
(b) It is unlawful for any person to enter or to be in or upon the Monarch Grove Sanctuary between sunset and sunrise.
(c) A violation of this section shall be an infraction, and may be enforced pursuant to Chapter 1.16 PGMC. [Ord. 08-006 § 50, 2008; Ord. 1912 N.S. § 1, 1993].
